Hỏi về cách tính bảo hiểm xã hội

Cơ quan tôi là Chi nhánh của một Công ty Cổ phần tại Sơn La, Chi nhánh của chúng tôi hạch toán độc lập. Tôi đã xây dựng Quy chế thang bảng lương và gửi lên BHXH của Thị xã xin tham gia BHXH, căn cứ tính BHXH là: (Hệ số lương x lương cơ bản) x 23% nhưng BHXH thì đã trả lời là: Đối với doanh nghiệp thì căn cứ tính BHXH là lương thoả thuận giữa người lao động với đơn vị sử dụng lao động, tức là số tiền BHXH phải đóng = Lương thoả thuận x 23%, Cơ quan BHXH trả lời như vậy là đúng hay sai? Nếu đóng như thế thì lương hưu của CBCNV trong đơn vị tôi được tính như thế nào?
